Can i sue parish (county) council?

i have been having drainage problems for about 20 years, the parish presedent has been out 3 different times saying"we will fix it"but nothing happens.2 weeks ago "oh yes sir we will get this problem fixed i'll have a crew out next wedsday " nada.today i call"oh sir you are on the list for monday". the problem lies in the way the ditch grade is,approx. 300 ft.from my house is a deep(6 ft.) ditch that runs to a huge canal.about 20years ago they resurfaced our road and took out a cross drain culvert, boom begin my fight with the council, parish presidentcomes out mr.blank we plan on redigging the ditch onyour side so it will train to the bigger ditch, never happend yet.every times it rains it floodsmy property so bad we have to take our shoes off to get in or out of our cars.not to mention it brings allthe sewage from alll our neibor up the road in to our yard.i am mobility impaird to boot.other than shooting the sobs i think this will be my only recourse

Can i sue parish (county) council?
Try asking this of the council at a public meeting. Sometimes it takes embarrassing a politician in public to get something sone.
Reply:As far as actually suing the county that wont get you very far....Our law is descended from British law. The Brits believed that the king was sovereign there fore couldn't be sued. The good ol' US of A followed suit making the government on all levels immune from civil suits thus the term cant sue the king came to be. You would be better off going after the actual department that is responsible. Or appeal to your state rep....Best of luck either way you go!
